According to the State Program for the development of the tourism industry for 2019-2025, developed by the Ministry of Culture and Sports of the Republic of Kazakhstan, a number of systematic measures are provided to improve the quality of service and the availability of tourist products and services, including simplifying the stay of foreign tourists in Kazakhstan through the introduction of an automated E-Hotel system. Everyone already knows the case of an Armenian blogger who faced migration difficulties in our country. According to the available, not very pleasant statistics, every year more than 100 thousand foreigners violate the migration legislation in Kazakhstan. The main reason for these violations is ignorance of the obligation of temporary registration in our country or violation of the deadlines allocated for that. At the same time, the terms for registration are different, it all depends on where the foreigner came from. If a violation occurs, law enforcement agencies draw up a protocol, then the administrative case is transferred to the court, and the violator is removed from the flight. The court most often imposes a fine of 15 MCI to the violator. But with an even bigger problem in the form of a burnt ticket and a reservation for a flight, the tourist is left alone. And the impressions of any, even the most successful and interesting vacation, will be fundamentally crossed out by such a situation. Accordingly, the repeated arrival and positive feedback from a foreign tourist about our country is almost zero. Taking into account all the negative experience of foreign tourists and their typical mistakes, the Ministry of Internal Affairs of the Republic of Kazakhstan in early 2019 carried out work on the introduction of the procedure for obtaining a single-entry visa (e-visa) for foreigners in electronic format. Thanks to this measure, foreign tourists from 106 countries were able to apply for an electronic tourist visa, citizens of 17 countries - for medical treatment or business. An e-Visa is issued on the basis of an invitation from the Kazakh side, issued in accordance with the established procedure. To receive this invitation for a foreign tourist, the inviting party must submit a package of documents to the relevant departments of the Migration Service Committee of the Ministry of Internal Affairs of the Republic of Kazakhstan. The period of consideration of the invitation is 5 working days, after which the inviting party will be provided with the invitation number, which must be transmitted to the tourist for further processing of an electronic visa. It should be remembered that the documents required for issuing an invitation directly depend on who acts as the inviting party: a private person or a legal entity. In addition, in cases stipulated by the rules, additional documents may be requested that are not specified in the initial list of documents on the website of the Ministry of Internal Affairs or the Ministry of Foreign Affairs of the Republic of Kazakhstan. Tourists who have a valid electronic visa are exempt from registration with the migration police. It is possible to enter or leave Kazakhstan with an electronic visa only through the checkpoints of the international airports of the cities of Nur-Sultan and Almaty. The Ministry of Internal Affairs, in cooperation with the competent authorities, is carrying out systematic work on the liberalization of the visa and migration regime. One of the stages is the adoption of amendments that exempt foreigners staying in our country for up to 30 days from the obligation to register with the migration service authorities. In case of a stay of more than 30 days, a temporary residence permit is issued to a foreigner. At the same time, the foreigner himself does not apply to the Department of Internal Affairs to obtain a permit. The responsibility for informing about the arrival, stay and registration of a temporary residence permit of a foreigner is assigned to the individuals and legal entities receiving them. In addition, the Ministry of Internal Affairs of the Republic of Kazakhstan proposed to reduce fines for violation of migration legislation by 2 times, and in case of” delay " of registration in three days, to warn and release the violator without removing him from the flight. Also, the Ministry of Internal Affairs of the Republic of Kazakhstan and JSC "NC "Kazakh Tourism", which is developing E-Hotel, are working together to implement the system. An important task of the E-Hotel system is to automate the issuance of electronic invitations for obtaining an e-Visa, as well as the registration of a tourist with the formation and sending of a notification to the territorial divisions of the Ministry of Internal Affairs of the Republic of Kazakhstan at the time of his settlement. At the same time, on the basis of the information received, state bodies will be able to automatically receive information on the tourist fee and its payment. In addition, the E-Hotel system will allow in the near future to create a single register of hotels and other accommodation facilities, representing a single online window for obtaining information. Currently, large, as well as some medium-sized accommodation facilities use their own guest accounting systems. The connection of such places to the E-Hotel system makes it possible through integration interaction to issue electronic invitations based on the reservation of a foreign tourist, and upon arrival of a guest to register it, form and send a notification to the territorial divisions of the Ministry of Internal Affairs of the Republic of Kazakhstan. Thus, the placements will be able to fulfill their obligations as a host party in the shortest possible time. At the same time, at present, in small and medium-sized hotels, as well as sanatoriums, rest homes, hostels, accounting is carried out on paper or in electronic files. For such places of accommodation, within the framework of the E-Hotel project, a free guest accounting system will be implemented with a simple, but at the same time quite functional accounting interface. At the same time, places of accommodation will be able to use several key services at once: accounting of guests, registration of an electronic invitation, reporting to the Ministry of Internal Affairs and management of tourist fees. The introduction and optimization of such innovations as e-Visa and E-Hotel will help to build proper migration control in our country, facilitate visa obtaining, and most importantly, create comfortable conditions for tourists ' stay. In addition to the projects currently being actively implemented, a number of issues on improving the country's reputation will be considered on behalf of the President of the Republic of Kazakhstan Kassym-Jomart Tokayev. These issues will mainly concern the expansion of the list of states for visa-free entry and exit from the country, the mandatory registration of foreigners via SMS, as well as the relaxation of the current migration legislation in relation to foreign tourists.
